Jul 14, 2010 - Do Gift Cards have Fees?

Gift Cards have become a quick and convenient buy for shoppers, especially during the holiday season the past few years. The problem, according to the Federal Reserve was that consumers were not using the gift cards fast enough before the expiration date or before inactivity fees were being charged.

To protect consumers against these deficiencies there have been some new regulations that give more time to use the gift card and less charges for inactivity.

Gift cards will not expire for 5 years meaning that the business cannot terminate the gift card until at least five years has passed after the date it was first issued or five years after the last funds was put on the card. Meaning that even if you have had a card for over a two years but then put some more money of the gift card, it will still be valid five years later. The consumer also has to be given easy to understand and clear disclosure fees either on the card itself, website, or 1-800 numbers.

August 22, 2010 is the effective date for the new gift card rules and is a part of the Credit Card Accountability Responsibility and Disclosure Act of 2009 under regulation E for the proper handling of gift cards.

Gift Cards can also be used at most stores online and is a fairly simple process. First go to the store online that you would like to make a purchase from with your gift card. Choose a product and put it in your cart, this is usually located at the top right of the web page. When you check out, you will have the option to pay for your entire order or a portion of your order with a Gift Card from that store.

Next simply click on use “Gift Card” and enter your card number and PIN. If you have questions what these are I suggest you go to the Sell Page and view the videos and pictures that Recarded has attached to explain these. After you enter the information your card balance will be automatically applied to your order.

If your order is less than the amount on your Gift Card, the remaining amount will be available on your card for future purchases. If you order total is more than the amount on your Gift Card, you will need to pay for the balance with additional Gift Cards or a credit card.

Jul 8, 2010 - Information Consumers Need to Know Regarding Gift Card Laws

The use-anywhere and one-store gift cards totaled an estimated $66 billion in 2008, according to the Federal Reserve. There have been some changes that took place in 2009 that we at Recarded.com think the general public should be aware of regarding gift card laws. The following information can be found at www.ConsumersUnion.org.

“The Credit CARD Act of 2009 prohibits gift cards (store issued or bank issued “gift cards”) from expiring before 5 years from the date of purchase or when money was last loaded onto a card, and prohibits fees for the first 12 months. These consumer protections will go into effect next summer. Stronger state laws will remain valid.”

Gift Card Laws vary slightly between all of the 50 states, so for specific information for your state we recommend you visit: this page on www.consumersunion.org.

Some of the common themes that we saw were that expiration and fees are allowed only if they are conspicuously printed on the card or have a sticker affixed to the card at the time of purchase, and that the expiration dates on the card were extremely variable depending on what state sometimes having no expiration at all and some starting with one year.

What we found exceptional was as of October 1, 2009 American Express eliminated all fees after purchase on all American Express-branded gift cards. This means that there will no longer be monthly occurring service fees with American Express issued gift cards, including gift cards available now in stores.

There are many options available now to purchase gift cards. Naturally you can go to a store or kiosk and purchase a gift card, but there are still options that are out there available online. For instance some people decide to purchase a gift card from random strangers, not the most secure method but still an option.

There are a couple of things that buyers need to know if they plan on going this more hazardous route, when getting a gift card from a stranger online, the first thing that people think of is meeting up with the Seller or stranger, and then calling the number on the back of the card to check the balance. Seems pretty logical, but scammers are smarter these days than ever before.

The seller might make a transaction online or at another store before meeting with you, and when you check the balance on the phone, the automated machine will read the balance before the transaction. Unbelievable but true.

Here’s how to avoid being scammed.

Simply pick out the item that you want to purchase, and bring the Seller to the register with you to check out. Once the transaction is rung and you use the gift card and indeed the amount that was said was on it, then you can pay the Seller. I think that any other method is asking for trouble, because even if a gift card pin isn’t scratched off it could be worthless. A $100 gift card looks just the same as one with a zero balance.

Jul 1, 2010 - How Do I Keep My Gift Card Secure and What Do I Do if it Becomes Lost or Stolen?

People love gift cards because they are a lot like cash. They give the consumer the option to get what they want, but people find themselves in a hopeless when a gift card is stolen or lost. There can be some steps to take to get your gift card back, but requires that you can prove that you purchased the card. The basic rule is if you lose the receipt and lose the card, you’re pretty much out of luck.

There are a couple of options you have if you do have the receipt such as trying to get a reimbursement. You could try to receive the reimbursement from PayPal or your credit card company if you ordered a card online and it never arrived. You can also get in contact with the store’s web site to get the toll-free number to speak to a representative who can cancel the stolen card and work on issuing you a new one, but we recommend having receipt in hand when calling. A more extreme measure that can be taken to replace a gift card, if it was stolen from your home, is through your homeowner’s or renter’s insurance coverage. You might want to only consider this only if the gift card has a high balance or else the effort may not be worth the hassle in the end.

The best defense is a great offense, so have a plan. Even with a receipt in hand, it’s a pain to go through the process of canceling and replacing a stolen gift card. Here are some tips on how to keep your gift card safe.

Register your card with the retailer. Cardholders who register their gift card get automatic balance protection and hassle-free card replacement in case of loss or theft. Keep in mind not all retail stores have this option available.
Shop Online. When making a purchase online, the only thing that is needed is the gift card number, so if you don’t plan on making a purchase in-store, right down your card numbers and keep them in a safe place for online shopping convenience and safety. This is also great if you accidently misplace the actual plastic gift card.
Use your card! I don’t know how many times I’ve spoken with people who literally have stacks of gift cards in their wallets. Either use the card or get rid of it, this not only prevents the card from getting forgotten or lost, but protects you if the company goes bankrupt.
Watch out for fraud. Look for signs of tampering or scratches on your gift card, because a gift card looks exactly the same whether it has a zero balance or $100 on it.
